Ice on the railing of a balcony on an apartment building in Aspen Hill, Maryland following the second "Snowmageddon" winter storm in February 2010.
This ice formed on account of a rain gutter, damaged during the first "Snowmageddon" storm but not yet repaired, which dripped water onto this spot over the course of a day. This water froze when it contacted the balcony, leading to what is visible here.
