Reassurance marker for Tennessee State Route 298 (Genesis Road) in Crossville, Tennessee. Tennessee uses two different shield styles for state routes. State primary routes use a square shield with the outline of the state on it, while secondary routes use a triangular shield as seen here. Why this sign is on the ground, however, I do not know.
