"Welcome to the Real Fauquier County" sign in Catlett, Virginia.
According to discussion about this image on Reddit, this sign takes issue with the county's not having run public sewers to this area, and about the rural residential/farm zoning in the area, which precludes most commercial development. The intent, as I understand it, is to provide a rural "buffer zone" to prevent suburban sprawl from Manassas from continuing south into Fauquier County.
