Douglas Lake, a manmade reservoir in east Tennessee, which is operated by the Tennessee Valley Authority. At the time that these photos were taken, the water levels had been intentionally lowered in order to catch the runoff from winter storms, and then gradually release it over a longer period. During the summer season, with a lower risk of flooding, the lake level is kept higher to support recreational use. I had initially thought that the low water level meant either that something was wrong, or that it had been lowered to support a maintenance project of some sort, but instead, it was just a routine part of the management of the lake.
