Waterside District, also known as the Waterside, a festival marketplace in downtown Norfolk, Virginia. The building was built in 1983, and renovated to its current form in 2016. At the time that this photo was taken, the biuilding was closed due to pandemic-related lockdown orders in effect in Virginia that required many businesses to close.
