To me, limiting checkout capacity seems like a very odd thing to do. What they're saying that if a lane has a certain number of customers in it, you are not allowed to line up to check out, and thus have to just hang around until a slot opens up. It also implies that if all lanes are at their alleged capacity, it's a free-for-all every time a slot opens up. The store was not busy when I was there, so I didn't get to see this in practice, but somehow, I imagine that this guidance was politely ignored whenever necessary.
