Stop and turn restriction signage at the intersection of East Walnut and Baltimore Streets in downtown Hanover, Pennsylvania.

According to the signs, traffic approaching Baltimore Street from East Walnut Street may only turn right (onto northbound Baltimore Street) at this intersection between 8:30 AM and 6:00 PM. The fact that the turn restriction is on two separate signs that look slightly different from each other makes me wonder if the hours for the turn restriction were added later, to modify the original turn restriction.
